Since the mid-20th century, the National Paper Dress Competition has been held annually in Mollerussa. Over time, a small collection was formed with some of the most outstanding costumes, which were sometimes exhibited at the Teatre de l'Amistat, the space where the competition had traditionally been held and where the tradition began. In 1998, the town council began to take charge of the management of the theatre, the competition and the costumes, and shortly after the collection was located in the Galeries Sant Jordi, with the intention of becoming a museum. In 2009, the current museum building and the museum as such were inaugurated, coinciding with that year's edition of the costume competition.
