at the peak of San Andres and Santiago hill, constructed by the Spanish in the 1640s. It is now a declared National Cultural Treasure under the protection of the Philippine government through the National Museum of the Philippines. There is a strenuous climb up the stairs to reach the forts situated at the summit of the hill; however, the reward is well-worth it as it affords a magnificent view of the picturesque town and bay.
